This should be a moment of great anticipation. For countless holidaymakers up and down the land, July signals the beginning of the summer escape – of a chance to get away, explore and relax, perhaps for the first time since the pandemic brought such significant restrictions.

Instead, what many travellers feel in Britain at the moment is anxiety and frustration. For those heading to airports, the months leading up to their journeys are fretted with worry that flights will be rearranged or simply cancelled, with compensation often hard to claim. If they do get to the terminal as planned, delays are frequent and cancellations still possible even at the last minute. When they return, they can face huge waits for their baggage. Far from the joyful experience it’s meant to be, going on holiday this summer will too often be a story of disappointment and broken dreams.

It’s not hard to see the problem. During the pandemic, airlines were swift to cut back on staff. BA fired 10,000 early in the pandemic rather than put them on furlough. Far from eagerly anticipating the return of normality, they were caught out by it, and – even months later – remain unable to recruit to meet demand. Airports face the same problem.

This is an issue around the world, from Asia to the Americas. But Europe is leading the world in cancellations, which are running at triple the rate of 2019. Heathrow and Gatwick are two of the worst offenders. Grant Shapps, the transport secretary, was right to launch a plan to reduce disruption this week and right also to insist that it is now unforgivable for airlines to make promises to passengers they cannot keep.

There are sensible short-term measures to be taken to help recruitment and protect consumers. In the long-term, however, more ambition is required. That must change, as must the opposition which has always blocked, rather than encouraged, airport expansion. Winning back the trust of passengers will be a long-haul effort.
