Charity donors may have been surprised to discover that the people running many of the organisations to which they give money are so well rewarded. Some may have been angry. An analysis has disclosed that the bosses of around 270 charities are paid more than the Prime Minister.

This is, in truth, a somewhat artificial benchmark since successive occupants of No 10 have deliberately kept their pay low to curry favour with voters. But the current prime ministerial salary of £161,000 is still a substantial sum and many charity chiefs are being paid far in excess of that. In addition they employ more than 2,500 staff on salaries above £100,000.

We do not contend that all of these pay packets are unjustified. The highest paid charity chief, Nick Moakes of the Wellcome Trust, might more fairly be compared to the CEO of a large multinational corporation given its investment portfolio of almost £30 billion, generating a 12 per cent return last year. Nor is it necessary to demand heavy-handed regulation. What is needed is transparency. As Helen Stephenson, chief executive of the Charity Commission, wrote, people giving their hard-earned cash want to know that a high proportion is spent on the cause they have chosen to support. They also want the charities to show in real terms the differences they are making.

Most of these organisations, perhaps all of them, may well be ticking the right boxes but it is often difficult for donors to find this out easily. When a chief executive’s salary makes up one third or more of a charity’s annual turnover, it is hard to imagine that is justifiable.

There are 167,000 registered charities, most run by volunteers or staffed by people paid little more than expenses. The few with executives commanding very high salaries are usually, though not always, the biggest and most prominent fundraisers. But others are little more than campaign vehicles often pressing for more government funding for this or that cause.

The motivation behind charity work is supposed to be philanthropic. People who give to charity are entitled to know where their money is going and how their donation has made a difference. If a charity is going to pay an executive a substantial salary it should explain why and set out how this has contributed directly to the cause it represents.
