On Tuesday the progressive movement suffered a major political rebuke. The recall of left-wing prosecutor Chesa Boudin in San Francisco and the rise of mayoral candidate Rick Caruso in Los Angeles are apt punishment for progressive policies that have produced rising urban anarchy.

With votes still to be counted, voters sent Mr. Boudin packing with some 60% of the vote. The prosecutor had ridden into office as a champion of criminal-justice reform, which in practice turned out to be little or no prosecution for crimes that have made San Francisco streets a showcase for drug abuse, homeless camps, shoplifting and assault on the innocent.

The recall is a de facto endorsement by the city’s left-of-center voters of “broken windows policing.” That’s the insight that failing to prosecute minor crimes leads to a larger culture of disorder and lawlessness. That policing strategy worked wonders in New York and other cities in the 1990s and 2000s, but progressives dismissed it as crime rates fell and voters became complacent.

Mr. Boudin blamed “right-wing billionaires” for his defeat, which is amusing since he and other left-wing prosecutors in New York, Philadelphia and elsewhere were elected with the help of billionaire George Soros. Voters are merely catching up with the harsh reality of what progressive policies have wrought. This is what always happens when the left dominates the Democratic Party and takes power, but voters have had to re-learn that lesson the hard way.

Voters in L.A. also delivered a shock to progressives by elevating real-estate developer Rick Caruso to the November runoff ballot in the mayoral race. In incomplete results, he was first with 42%, ahead of 37% for Rep. Karen Bass, a well known progressive.

Mr. Caruso, a Republican-turned-Democrat, came from nowhere in the polls by spending heavily to spread his pledge to be tougher on crime and clean up the city’s proliferating homeless camps. Ms. Bass has tried to moderate her soft-on-crime views by calling for more police, but voters can be forgiven if they are skeptical.

Meanwhile, the progressive machine of public unions, greens and trial lawyers that dominates California politics will be all-in to defeat Mr. Caruso in the runoff. But his success so far is a message that voters even in an overwhelmingly Democratic city are tired of the spreading public disorder.

If voters want safer streets, their only remedy is the ballot box. The think tanks, unions and big-city newspapers that make up the progressive vanguard won’t admit that their ideas have failed. And they won’t change policies until they lose power. California voters sent the right message on Tuesday, but repetition will be necessary in November.
